中化建國際 （以下稱為″招標代理機構(gòu)”）受中海殼牌石油化工 （以下稱為″招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.本次招標不接受代理商投標。投標人應(yīng)為本次投標所投產(chǎn)品的制造商。如投標人為制造商同一集團負責(zé)銷售投標所投產(chǎn)品的全資子公司、控股子公司（投標人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。不能再將此貨物同時授權(quán)給其他投標人參與投標，否則相關(guān)的所有投標將被拒絕
Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資質(zhì)要求Qualification requirement:
A.投標產(chǎn)品制造商應(yīng)取得覆蓋本次投標產(chǎn)品且有效的《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件制造）及《特種設(shè)備型式試驗證書》（壓力管道元件）。投標時需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺（ info-pub/pub）核實。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products. A scanned copy of the original certificate is required at the time of bidding (originals are subject to verification) and can be verified on the National Special Equipment Public Information Query Platform ( info-pub/pub).
B.投標人應(yīng)提供閥門所集成的閥門定位器的《產(chǎn)品防爆合格證》，由國家授權(quán)防爆認證機構(gòu)頒發(fā)。投標時提供掃描件。
The bidder shall provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the integrated explosion-proof valve positioners.The scanned copy of the original shall be provided during bidding.
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品的制造商在中國境內(nèi)應(yīng)具有2套乙烯裝置的氣動調(diào)節(jié)閥合同業(yè)績，且滿足以下要求：
a.每個合同氣動調(diào)節(jié)閥數(shù)量大于或等于30臺且設(shè)計溫度≤-45℃，且包含1臺設(shè)計溫度≤-160℃的氣動調(diào)節(jié)閥。
b.提供的2個合同業(yè)績中，至少有1個合同應(yīng)包含1臺口徑大于或等于14”且設(shè)計溫度小于等于-45℃的氣動調(diào)節(jié)閥。
同一集團全球范圍內(nèi)不同制造商（即同一集團旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為投標人所投產(chǎn)品的制造商的業(yè)績；投標人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have two supply contracts of Pneumatic Control Valves for Ethylene Plant , and meet the requirements simultaneously:
a.Each contract must include no fewer than 30 pneumatic control valves with a design temperature of ≤-45°C, and at least one pneumatic control valve with a design temperature of ≤ -160°C.
b.Among the two contract performances provided, at least one contract should include one pneumatic control valve with a diameter greater than or equal to 14" and a design temperature ≤ -45℃.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量、口徑尺寸、設(shè)計溫度。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of goods、valve size、design temperature.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2025年07月15日開始至2025年07月23日止，請登錄中國海油采辦業(yè)務(wù)管理與交易系統(tǒng)(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from July 15, 2025 to July 23, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
