中化建國際 （以下稱為″招標(biāo)代理機構(gòu)”）受中海殼牌石油化工 （以下稱為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

Pneumatic Eccentric Rotary Control valve for EOEG Plant: 1 Set, with valve body material A217 WC6, valve internals 316SS+HF, pipeline size DN600 (24"). In addition to normal operating conditions, this valve also has two operating conditions: EOC operating condition and start-up operating condition.

3. 對投標(biāo)人的資格和業(yè)績要求：

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級公司證明上述事項的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。
Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

（2）資質(zhì)要求
投標(biāo)產(chǎn)品制造商應(yīng)具有《中華人民共和國特種設(shè)備制造許可證》（壓力管道元件制造）和相應(yīng)的《特種設(shè)備型式試驗證書》（壓力管道元件）。特種設(shè)備型式試驗證書在類別、公稱壓力、公稱尺寸和溫度范圍能夠覆蓋招標(biāo)物資。證書中制造單位名稱、
The manufacturer of the bidding products shall obtain a valid "Manufacture License of Special Equipment People's Republic of China" (Pressure Piping Components Manufacture) and a ″Special Equipment Type Test Certificate (Pressure Piping Component) covering the category, pressure, size and temperature of the bidding products. The name and address of the manufacturer specified in the certificates provided shall be consistent with the name and address of the manufacturer of the bidding products. A scanned copy of the original certificate must be provided (original for future reference) .
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商在中國境內(nèi)應(yīng)具有至少2個合同氣動偏心旋轉(zhuǎn)閥的供貨業(yè)績（供貨業(yè)績的制造商必須是本次投標(biāo)產(chǎn)品的制造商），供貨業(yè)績合同需分別滿足：1）至少1個供貨業(yè)績合同中包含不少于4臺且口徑不小于20"的應(yīng)用于聚乙烯裝置調(diào)溫水控制的氣動偏心旋轉(zhuǎn)閥；2）至少1個供貨業(yè)績合同中包含口徑不小于20"且壓力等級不低于CL600的氣動偏心旋轉(zhuǎn)閥。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least two supply contracts performance of Pneumatic Eccentric Rotary Control valve within P.R.China (the manufacturer of the supply performance must be the manufacturer of the bidding product), and the supply contract of performance shall meet the requirement respectively as follows: 1) at least one supply contract of performance contains no less than 4 sets of Pneumatic Eccentric Rotary Control valve with size not smaller than 20" for water temperature control in PE Plant; 2) at least one supply contract of the performance contains at least one set of Pneumatic Eccentric Rotary Control valve with size not smaller than 20" and pressure rating no lower than CL600.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、貨物數(shù)量、閥門尺寸、閥門用途、閥門壓力等級及用戶簽字或蓋章的到貨驗收材料。
若業(yè)績合同為年度協(xié)議/框架協(xié)議，除提供年度協(xié)議/框架協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議/框架協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議/框架協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include 1) copies of sales contract and 2) acceptance evidence of goods delivery signed or sealed by the user (Arrival acceptance certificate or commissioning acceptance report or other effective materials that can prove the arrival acceptance of goods under the contract). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, pressure rating of valve and acceptance evidence of goods delivery signed or sealed by the user.
If the performance contract is an annual agreement/framework agreement, in addition to providing the annual agreement/framework agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement/framework agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement/framework agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from July 17th, 2025 to July 24th, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
