為推動大灣煤電項目固廢（包括粉煤灰、爐渣、石膏）資源化，實現(xiàn)資源綜合利用（處置），更好發(fā)揮固廢在各行業(yè)的廣泛應(yīng)用， 投（六盤水）電力 現(xiàn)就大灣煤電項目固廢綜合利用（處置）進行公開尋源。凡有意合作的潛在供應(yīng)商請按照本公告要求完成報名和申請。
一、基本情況
尋源人為 投（六盤水）電力 ，系中國能源建設(shè)集團投資 全資子公司，于'Times New Roman';font-size:21px\">2022年'Times New Roman';font-size:21px\">3月'Times New Roman';font-size:21px\">7日在貴州省六盤水市鐘山區(qū)注冊成立，主要負責貴州六盤水市多能互補能源基地項目前期開發(fā)、建設(shè)、運營等相關(guān)工作。
大灣'Times New Roman';font-size:21px\">2×660MW低熱值（'Times New Roman';font-size:21px\">CFB）煤電項目（以下簡稱大灣煤電項目）作為貴州六盤水市多能互補能源基地的配套煤電項目，計劃建設(shè)'Times New Roman';font-size:21px\">2臺'Times New Roman';font-size:21px\">660MW高效超超臨界循環(huán)流化床（'Times New Roman';font-size:21px\">CFB）燃煤發(fā)電機組，同步建設(shè)煙氣脫硫、脫硝和除塵裝置，并計劃于'Times New Roman';font-size:21px\">2025年'Times New Roman';font-size:21px\">12月底投產(chǎn)運行。
二、固廢基本情況
大灣煤電項目脫硫系統(tǒng)采用'Times New Roman';font-size:21px\">CFB爐內(nèi)石灰石脫硫與爐外石膏濕法脫硫工藝相結(jié)合，脫硫設(shè)計含硫量'Times New Roman';font-size:21px\">St,ar為'Times New Roman';font-size:21px\">1.12%，最高不超過'Times New Roman';font-size:21px\">2.6%，爐內(nèi)、爐外設(shè)計脫硫效率分別不低于'Times New Roman';font-size:21px\">85%、'Times New Roman';font-size:21px\">98.8%。
大灣煤電項目建成投產(chǎn)后，年產(chǎn)固廢總量共計約為'Times New Roman';font-size:21px\">208.24萬噸，其中粉煤灰量約'Times New Roman';font-size:21px\">121.05萬噸、爐渣量約'Times New Roman';font-size:21px\">80.70萬噸、石膏量約'Times New Roman';font-size:21px\">6.49萬噸。
大灣煤電項目設(shè)置三個灰?guī)?，兩粗一細，每座灰?guī)熘睆綖?/span>Φ'Times New Roman';font-size:21px\">15m，其有效容積為'Times New Roman';font-size:21px\">2500m3；廠內(nèi)除渣系統(tǒng)采用機械排渣方式將干渣收集輸

三、資質(zhì)要求
（一）基本要求
'Times New Roman';font-size:21px\">1.中華人民共和國境內(nèi)注冊并取得營業(yè)執(zhí)照的獨立法人，具有獨立承擔民事責任的能力。
'Times New Roman';font-size:21px\">2.商業(yè)信譽好，近'Times New Roman';font-size:21px\">3年內(nèi)無重大違約失信記錄，近'Times New Roman';font-size:21px\">3年內(nèi)未受到相關(guān)行政處罰。
'Times New Roman';font-size:21px\">3.經(jīng)營狀態(tài)正常，當前未被列入經(jīng)營異常名錄或被標記為經(jīng)營異常狀態(tài)，未被納入嚴重違法失信名單和未被列入失信被執(zhí)行人名單。
'Times New Roman';font-size:21px\">4.報名人具有利用（處置）本項目所產(chǎn)生的固廢的相應(yīng)資質(zhì)。
（二）其他要求
'Times New Roman';font-size:21px\">1.固廢綜合利用（或處置）必須滿足國家、地方、行業(yè)的相關(guān)法律法規(guī)和政策要求，不得發(fā)生安全、環(huán)保等事件。
'Times New Roman';font-size:21px\">2.供應(yīng)商應(yīng)具有固廢運輸?shù)馁Y質(zhì)和能力，負責組織安排車輛運輸，不得影響大灣煤電項目的正常生產(chǎn)秩序。
