'微軟雅黑','sans-serif';color:#333333;background:white\">現(xiàn)對貴安新區(qū)張貴安新區(qū)張江高科技產(chǎn)業(yè)園大模型綜合實(shí)驗(yàn)測試基地（百度智能云（貴安）大模型創(chuàng)新應(yīng)用中心項(xiàng)目）設(shè)計(jì)招標(biāo)文件（項(xiàng)目編號：E5201822025000101）做如下澄清，請各投標(biāo)人按要求投標(biāo)：

'微軟雅黑','sans-serif';color:#333333;background:white\">一、招標(biāo)文件第八章合同條款 專用合同條款 第18條其他，增加以下條款：

'微軟雅黑','sans-serif';color:#333333;background:white\">（9）發(fā)包人有權(quán)依據(jù)項(xiàng)目實(shí)際情況，按照法律法規(guī)變更項(xiàng)目實(shí)施范圍。若因規(guī)劃調(diào)整、政策變動等不可預(yù)見的客觀原因，致使項(xiàng)目中途被迫停止實(shí)施，承包人應(yīng)予以充分理解與配合。雙方同意，在此情形下，承包人僅可就項(xiàng)目實(shí)際已完成的工程量，向發(fā)包人申請結(jié)算支付，不得基于預(yù)期利潤、間接費(fèi)用或其他任何理由，向發(fā)包人提出索賠主張。
