中國石油物資有限公司受招標人委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標，于2025-03-19在中國國際招標網(wǎng)公告。本次招標采用電子招標方式，現(xiàn)邀請合格投標人參加投標。1、招標條件項目概況:吉林石化和廣西石化10萬噸/年釜式法EVA裝置、30萬噸/年管式法EVA裝置反應(yīng)排放罐底部快開門資金到位或資金來源落實情況:落實項目已具備招標條件的說明:具備2、招標內(nèi)容招標項目編號:0720-2540zbzx0038招標項目名稱:吉林石化和廣西石化10萬噸/年釜式法EVA裝置、30萬噸/年管式法EVA裝置反應(yīng)排放罐底部快開門項目實施地點:中國遼寧省招標產(chǎn)品列表(主要設(shè)備):3、投標人資格要求投標人應(yīng)具備的資格或業(yè)績:投標人資格和業(yè)績要求：Qualification and Achievement requirements for the bidder投標人需提供以下文件The following documents must be provided*（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關(guān)資料。*（2）投標產(chǎn)品原產(chǎn)地在關(guān)境外的投標人必須是制造商；或者是制造商直接授權(quán)的代理商（進口產(chǎn)品開標前未進入中國關(guān)境內(nèi)的，投標人必須是在關(guān)境外注冊的公司；進口產(chǎn)品開標前已進入中國關(guān)境內(nèi)的，投標人必須是在關(guān)境內(nèi)注冊的公司），代理商投標需具備以下條件：①必須提供制造商對本次投標的唯一正式授權(quán)書（授權(quán)書必須由制造商直接授權(quán)，不允許二級授權(quán)）；②投標人在當?shù)匾婪ǖ怯涀缘臅r間距開標日滿三年，需提供營業(yè)執(zhí)照等注冊登記的有效證件復(fù)印件；③距開標日三年內(nèi)，投標人須具有同類產(chǎn)品至少兩個不同年份的銷售業(yè)績，需提供證明其銷售業(yè)績的合同或訂單復(fù)印件（至少提供2份不同年度的合同或訂單復(fù)印件）或用戶證明，并由投標人代表簽字或蓋章。*（3）投標產(chǎn)品原產(chǎn)地在關(guān)境內(nèi)的投標人必須是制造商（不接受代理商投標）。*（4）投標人未被中國石油招標投標網(wǎng)(www.cnpcbidding.com)暫?；蛉∠稑速Y格。（根據(jù)《中國石油天然氣集團有限公司投標人失信行為管理辦法》的規(guī)定，失信分達到8分時，暫停投標人的投標資格半年；失信分達到9分時，暫停投標人的投標資格一年；失信分達到10分暫停投標人的投標資格兩年。失信分10.5分及以上，或在暫停期間再次發(fā)生失信行為的，取消集團公司范圍內(nèi)的投標資格三年。期滿重新獲得投標人資格的，失信分不清零，有效期順延三年。）上述內(nèi)容以評標委員會現(xiàn)場在對應(yīng)網(wǎng)站的查詢結(jié)果為準。*（5）投標人未被納入中石油集團公司供應(yīng)商、承包商、服務(wù)商黑名單（集團公司供應(yīng)商、承包商、服務(wù)商黑名單可在中國石油招標投標網(wǎng)/www.cnpcbidding.com查詢）。上述內(nèi)容以評標委員會現(xiàn)場在對應(yīng)網(wǎng)站的查詢結(jié)果為準。*（6）距開標之日前一年內(nèi)，投標人在中國石油物資有限公司組織的招標活動中對評標結(jié)果的無效投訴（包括中石油集團公司機電辦處理結(jié)果為：不予受理、駁回、維持原評標結(jié)果）達到一次及以上的，投標將被否決。*（7）投標人須提供開戶銀行在開標之日前三個月內(nèi)開具的資信證明原件或該原件的復(fù)印件（由投標人代表簽字或蓋章）。*（8）第八章中要求的其他合格的資格證書。(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV  and provide relevant information；(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.)
