1. The Xianju Biodiversity Development Co., Ltd. has received funds from the Agence Fran?aise de Développement (the French Development Agency) towards the cost of Project for the Demonstration Project on Biodiversity Conservation and Development of Xianju County Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Construction drawing design and civil engineering of ropeway Station Building for Fanzhengyan.

仙居生物多樣性發(fā)展有限公司已從法國開發(fā)署(AFD)申請到了一筆貸款，用于支付仙居縣域生物多樣性保護(hù)和發(fā)展利用示范工程建設(shè)項(xiàng)目項(xiàng)下的費(fèi)用，并計劃將其中部分貸款用于仙居風(fēng)景名勝區(qū)飯蒸巖索道站房施工圖設(shè)計和土建工程項(xiàng)下的合格支付。

 

2. CMC International Tendering Co., Ltd. (hereinafter referred to as “Employer’s Agent”), authorized and on behalf of The Xianju Biodiversity Development Co., Ltd. now invites sealed bids from eligible bidders for the Procurement of Construction drawing design and civil engineering of ropeway Station Building for Fanzhengyan ("the Works"). International competitive bidding will conducted in accordance with the Agency's Single-Stage two-Envelopes Bidding Procedure.

受仙居生物多樣性發(fā)展有限公司(業(yè)主)的委托，中機(jī)國際招標(biāo)有限公司作為業(yè)主代理，邀請合格投標(biāo)人參與仙居風(fēng)景名勝區(qū)飯蒸巖索道站房施工圖設(shè)計和土建工程的投標(biāo)。本次招標(biāo)為國際競爭性招標(biāo)方式，遵照法署一階段雙信封的招標(biāo)程序。

5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Fran?aise de Développement’s Standard Bidding Documents: Procurement of Works.

投標(biāo)人須知和合同通用條款中的相關(guān)規(guī)定是法國開發(fā)署貸款工程招標(biāo)文件的規(guī)定。

 

 

6. Bids must be delivered to the above office on or before 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China on or before 10:00 AM on May 7, 2025 and must be accompanied by bid security of two (2) % of the total bid price with the same currency of the bid.

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at at 10:00 AM on May 7, 2025 at the offices of 4th Floor, Shouke Plaza, No. 14, Xisanhuan South Road, Fengtai District, Beijing, China.

本項(xiàng)目將于2025年5月7日上午10時00分在中國北京市豐臺區(qū)西三環(huán)南路14號首科大廈四層開標(biāo)。

 

8.    Qualification criteria are as follows:

Only eligible Bidders with the following key qualifications should participate in this bidding:

 

1. Non-performance of a contract did not occur as a result of contractor default in the past 5 years.

 

2. Not under suspension based on execution of a Bid Securing Declaration pursuant to ITB 4.4 or withdrawal of a Bid pursuant ITB 20.9.

 

 

3. All pending litigation shall in total not represent more than one hundred percent (100%) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

 

4. (1) Construction qualification: Grade two and above for general contracting on construction engineering (If is Joint Ventrure, the JV leader must meet the requirement)

(2) Design qualification: the bidder must meet one of the following design qualifications(If is Joint Ventrure, the member of JV should meet the requirement)

①Class-A Engineering Design Integrated Qualification ;

②Class A Design Qualification in the Construction Industry;

③Class A Design Qualification for Architectural Engineering

(3) Qualification requirements for Project manager (construction project leader):

Level-two Associate Constructor of Construction Engineering (if is Joint Venture, the project manager shall be the staff of the leader of the JV),

(4) Qualification requirements for design manager: Constructor (if is Joint Venture, the design manager shall be the staff of the company, which undertakes the design task in the JV).

In which: the project manager and the design manager shall not be hold concurrent posts with each other.

The bidder shall provide a commitment letter promising to complete the "Certificate of Filing for Enterprises from Outside the Province to Undertake Business in Zhejiang" or complete the public information disclosure in the Zhejiang Province Construction Market Supervision Public Service System before the contract is signed (only referring to the biddder from outside Zhejiang Province, if is Joint Venture, all parties of the JV must provide it)

 

5. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EUR 1 million for the subject contract(s) net of the Bidders other commitments.

 

6. Minimum average annual supplier turnover of Euro 9 million, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.

 

7. Experience under contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 3 years, starting 1st January 2022: one contract of public building construction project

 

8. A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2020 and application submission deadline: 1 contract of construction of ropeway station in scenic area, each of minimum value Euro 5 million. For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or subcontractor on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed: The bidder shall provide at least one of the Final acceptance certificates issued by the employer and relevant units.
9. Availability of a valid ISO certification or or equivalent of internationally recognized certification (equivalency to be demonstrated by Applicant): - quality management certificate ISO 9001 or equal international or national level certificate in China; - environmental management certificate ISO 14001 or equal international or national level certificate in China.
10. For domestic bidder, the bidder and proposed project leader (referring to the overall project leader or construction project leader) have not been list in the Blacklist of Dishonest Tendering and Bidding (published by the Development and Reform Commission of Zhejiang Province), or who engage in fraudulent practices during bidding and obtain the winning bid, and are punished by the Administrative supervisory department (based on Credit China) https://www.creditchina.gov.cn/ The results shall prevail.
11. The bidder shall provide a commitment letter promising to complete the "Certificate of Filing for Enterprises from Outside the Province to Undertake Business in Zhejiang" or complete the public information disclosure in the Zhejiang Province Construction Market Supervision Public Service System before the contract is signed (only referring to enterprises from outside Zhejiang Province, if it is a consortium bidding, all parties of the JV must provide it)

資格標(biāo)準(zhǔn)如下：

只有滿足以下關(guān)鍵條款的合格投標(biāo)人可參與此投標(biāo)

1. 過去5年內(nèi)未由于承包商過失而出現(xiàn)過一個合同的未履約情況 。
2. 不存在依照ITB4.4執(zhí)行投標(biāo)保證聲明或依照ITB20.9撤回標(biāo)書而出現(xiàn)的暫時中止情況。
3. 所有未決訴訟的總額不應(yīng)超過投標(biāo)人資產(chǎn)凈值的100%且應(yīng)已解決。
4. 1）施工資質(zhì)：投標(biāo)人（聯(lián)合體投標(biāo)時，指聯(lián)合體牽頭人）具有建筑工程施工總承包二級及以上資質(zhì)。

（2）設(shè)計資質(zhì)：投標(biāo)人（聯(lián)合體投標(biāo)時，指聯(lián)合體成員單位）具有以下①、②、③之一的設(shè)計資質(zhì)。

①具有工程設(shè)計綜合甲級資質(zhì)；

②具有工程設(shè)計建筑行業(yè)甲級資質(zhì)；

③具有工程設(shè)計建筑行業(yè)（建筑工程）專業(yè)甲級資質(zhì)。

（3）項(xiàng)目經(jīng)理（兼施工項(xiàng)目負(fù)責(zé)人）資格要求：具有建筑工程專業(yè)注冊建造師二級（如為聯(lián)合體投標(biāo)，則由聯(lián)合體牽頭人派出，在聯(lián)合體中的牽頭單位執(zhí)業(yè)）。

（4）設(shè)計負(fù)責(zé)人資格要求：具有國家一級注冊建筑師資格（如為聯(lián)合體投標(biāo)，則由聯(lián)合體中承擔(dān)設(shè)計任務(wù)的單位派出，并要求在該單位執(zhí)業(yè)）。

其中：項(xiàng)目總負(fù)責(zé)人與設(shè)計負(fù)責(zé)人不得互相兼任。

5. 投標(biāo)人應(yīng)證明其能夠獲得或具有滿足合同預(yù)計現(xiàn)金流需求即100萬歐元（預(yù)計為2-4個月的月度付款證書金額）的流動資金、未抵押實(shí)物資產(chǎn)、授信額度以及其他財務(wù)來源（不含合同預(yù)付款）、其中不應(yīng)包括投標(biāo)人對其他項(xiàng)目所作承諾
6. 過去三年年均營業(yè)額最低為900萬歐元。
7. 過去3年內(nèi)（從2022年1月1日開始）作為主承包商、聯(lián)合體成員、分包商或管理承包商至少有過1個公共建筑工程施工項(xiàng)目業(yè)績。。
8. 過去5年內(nèi)（從2020年1月1日開始）作為主承包商、聯(lián)合體成員 、分包商或管理承包商已圓滿完成以下規(guī)定的最低數(shù)量的類似合同：1個景區(qū)索道站房施工工程，每個最低500萬歐元。對于上述合同，以及在4.2（a）所規(guī)定期限內(nèi)日歷年第一天及其后作為主承包商、聯(lián)合體成員、分包商或管理承包商所完成的合同，投標(biāo)人應(yīng)具有由發(fā)包人及相關(guān)單位出具的至少一個合同的竣工驗(yàn)收證明。
9. 具有有效的ISO證書或國際認(rèn)可的同等證書（應(yīng)由投標(biāo)人證明同等性）：- 質(zhì)量管理證書ISO 9001或同等級別的國際或國內(nèi)證書；- 環(huán)境管理證書ISO14001或同等級別的國際或國內(nèi)證書。
10. 針對國內(nèi)投標(biāo)人，投標(biāo)人及其擬派項(xiàng)目負(fù)責(zé)人（指項(xiàng)目總負(fù)責(zé)人或施工項(xiàng)目負(fù)責(zé)人）未被列入招標(biāo)投標(biāo)失信黑名單（以浙江省發(fā)展和改革委員會公布的披露期內(nèi)的失信黑名單為準(zhǔn)）或投標(biāo)截止日前3年內(nèi)存在招投標(biāo)時弄虛作假，騙取中標(biāo)，被行政主管部門處罰的（以信用中國https://www.creditchina.gov.cn/查詢結(jié)果為準(zhǔn)）。
11. 投標(biāo)人應(yīng)出具承諾函承諾在合同簽署前完成《省外企業(yè)進(jìn)浙承接業(yè)務(wù)備案證明》或辦理完成在浙江省建筑市場監(jiān)管公共服務(wù)系統(tǒng)的公示信息（僅指浙江省省外企業(yè)，如為聯(lián)合體投標(biāo)，則聯(lián)合體各方均須提供）。
