Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；

B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.？Copy of these？certificates？must？be provided when bidding.
C．本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。

2019年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），投標(biāo)人所投產(chǎn)品制造廠商應(yīng)具有至少2個項目的螺旋板換熱器的供貨業(yè)績，且均滿足可拆式的螺旋板換熱器設(shè)計壓力≥2.6MPa、直徑≥1900mm的技術(shù)要求。
From January 1, 2019？to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder？shall have the supply？performance of spiral heat exchangers？for at least 2 projects, and ？shall meet？the technical requirements that the design pressure of detachable spiral heat exchangers ≥2.6MPa and diameter ≥1900mm.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調(diào)試驗收報告或其他可以證明合同項下貨物已經(jīng)到貨驗收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、項目名稱、貨物名稱（螺旋板換熱器）、可拆式的螺旋板換熱器設(shè)計壓力、直徑（如合同內(nèi)容本身不能涵蓋上述信息，需在投標(biāo)文件中進(jìn)一步提供圖紙等其他支持材料的復(fù)印件）、用戶簽字或蓋章的到貨驗收材料。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include: 1）sales contract and 2) the arrival acceptance materials signed or stamped by the user(Receipt of goods or commissioning acceptance report or other valid certification materials that can prove that the goods under the contract have arrived for acceptance). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: 1）Date of signing contract, Contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), name of manufacturer, name of Project, name of Goods（Spiral heat exchanger）, detachable spiral heat exchanger design pressure, diameter（If the contract itself cannot cover the above information, copies of drawings and other supporting materials shall be further provided in the bidding documents）？and the arrival acceptance materials signed or stamped by the user.
If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of one or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as a valid performance.
Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.
