在經(jīng)營(yíng)活動(dòng)中無(wú)重大違法失信記錄,沒(méi)有被市場(chǎng)監(jiān)督管理機(jī)關(guān)在國(guó)家企業(yè)信用信息公示系統(tǒng)(www.gsxt.gov.cn)中列入嚴(yán)重違法失信企業(yè)名單,沒(méi)有被最高人民法院在“信用中國(guó)”網(wǎng)站(www.creditchina.gov.cn)列入失信被執(zhí)行人名單;在中國(guó)南方電網(wǎng)有限責(zé)任公司范圍內(nèi)沒(méi)有處于限制投標(biāo)資格的處罰期內(nèi)。

    本采購(gòu)項(xiàng)目采用電子招標(biāo)采購(gòu)方式,根據(jù)電子招標(biāo)投標(biāo)辦法規(guī)定供應(yīng)商應(yīng)當(dāng)在招標(biāo)公告載明的電子招標(biāo)投標(biāo)交易平臺(tái)注冊(cè)登記,如實(shí)遞交有關(guān)信息,并經(jīng)電子招標(biāo)投標(biāo)交易平臺(tái)運(yùn)營(yíng)機(jī)構(gòu)驗(yàn)證。凡有意參加響應(yīng)者,在采購(gòu)文件發(fā)售截止時(shí)間前通過(guò)南方電網(wǎng)公司供應(yīng)鏈統(tǒng)一服務(wù)平臺(tái)(www.bidding.csg.cn)完成供應(yīng)商登記并免費(fèi)獲取電子采購(gòu)文件,在響應(yīng)文件遞交截止時(shí)間前完成供應(yīng)商數(shù)字證書(shū)(電子印章)辦理、響應(yīng)文件編制加密及遞交。供應(yīng)商要為數(shù)字證書(shū)辦理預(yù)留足夠的時(shí)間,由于自身原因造成無(wú)法響應(yīng)的,后果由供應(yīng)商自行承擔(dān)。

談判形式:本次采購(gòu)采用錄音電話遠(yuǎn)程談判方式,供應(yīng)商無(wú)需到達(dá)談判現(xiàn)場(chǎng),澄清、說(shuō)明和補(bǔ)正以及最終報(bào)價(jià)確認(rèn)內(nèi)容通過(guò)南方電網(wǎng)供應(yīng)鏈統(tǒng)一服務(wù)平臺(tái)(www.bidding.csg.cn)提交響應(yīng)文件。供應(yīng)商在響應(yīng)文件中明確授權(quán)進(jìn)行談判的代表及聯(lián)系方式,供應(yīng)商法定代表人或授權(quán)人在談判期間需保持電話和網(wǎng)絡(luò)暢通,若電話無(wú)法接通,則視為放棄談判和最終報(bào)價(jià)的權(quán)利,談判工作組以該供應(yīng)商的第一次報(bào)價(jià)作為最終報(bào)價(jià)進(jìn)行評(píng)審。

6.發(fā)布公告的媒介

 本次采購(gòu)公告和成交公告在“南方電網(wǎng)公司供應(yīng)鏈統(tǒng)一服務(wù)平臺(tái)(www.bidding.csg.cn)”上發(fā)布。

7.計(jì)算機(jī)硬件特征碼審查要求、違法行為處理

7.1計(jì)算機(jī)硬件特征碼審查要求

為進(jìn)一步規(guī)范采購(gòu)活動(dòng),維護(hù)公平競(jìng)爭(zhēng)的市場(chǎng)環(huán)境,本項(xiàng)目對(duì)供應(yīng)商采購(gòu)文件下載、響應(yīng)文件制作及上傳過(guò)程中產(chǎn)生的計(jì)算機(jī)硬件特征碼嚴(yán)格審查。供應(yīng)商如存在以下任一情形,由評(píng)標(biāo)委員會(huì)對(duì)其作否決投標(biāo)處理:

1與其他供應(yīng)商下載采購(gòu)文件的IP地址、響應(yīng)文件的CPU序列號(hào)及硬盤(pán)序列號(hào)三者同時(shí)一致;

2與其他供應(yīng)商上傳響應(yīng)文件的IP地址、響應(yīng)文件的CPU序列號(hào)及硬盤(pán)序列號(hào)三者同時(shí)一致;

3與其他供應(yīng)商的響應(yīng)文件網(wǎng)卡MAC地址一致。

如采購(gòu)項(xiàng)目最小獨(dú)立評(píng)審單元(標(biāo)的/標(biāo)包/標(biāo)段)出現(xiàn)上述任一情形,將否決供應(yīng)商響應(yīng)該采購(gòu)項(xiàng)目及同一采購(gòu)項(xiàng)目后續(xù)采購(gòu)的全部響應(yīng)文件。

響應(yīng)文件存在串通投標(biāo)情形的,將依據(jù)南方電網(wǎng)公司相關(guān)規(guī)定,對(duì)相關(guān)供應(yīng)商實(shí)施不接受投標(biāo)處理。

7.2串通投標(biāo)、弄虛作假、行賄等違法行為處理

供應(yīng)商不得相互串通報(bào)價(jià)或者與采購(gòu)人串通報(bào)價(jià),不得以他人名義報(bào)價(jià)或者以其他方式弄虛作假騙取成交,不得向采購(gòu)人或者采購(gòu)工作組成員行賄謀取成交。請(qǐng)各供應(yīng)商高度重視投標(biāo)誠(chéng)信,對(duì)響應(yīng)文件中存在生產(chǎn)制造能力、服務(wù)網(wǎng)點(diǎn)、業(yè)績(jī)(合同、發(fā)票造假情形,私下與采購(gòu)工作組員進(jìn)行與報(bào)價(jià)內(nèi)容有關(guān)的接觸(如評(píng)審前通過(guò)電話、信息和會(huì)面等方式詢(xún)問(wèn)是否參加評(píng)審,請(qǐng)專(zhuān)家在評(píng)審中給予關(guān)照等)等各類(lèi)違法違規(guī)行為,一經(jīng)查實(shí),采購(gòu)人將嚴(yán)格按照國(guó)家法律法規(guī)及《南方電網(wǎng)公司供應(yīng)商失信扣分管理細(xì)則》等有關(guān)規(guī)定進(jìn)行嚴(yán)肅處理。

8.異議及投訴

8.1供應(yīng)商或者其他利害關(guān)系人對(duì)本項(xiàng)目的采購(gòu)文件有異議的,應(yīng)當(dāng)以書(shū)面形式在響應(yīng)文件遞交截止時(shí)間2日前提出。

異議文件應(yīng)當(dāng)包括下列內(nèi)容:

(1)異議提出人的名稱(chēng)、地址及有效聯(lián)系方式;

(2)異議事項(xiàng);

(3)有效線索和相關(guān)證明材料。

異議提出人是法人的,異議文件必須由其法定代表人或者授權(quán)代表簽字并蓋章(授權(quán)代表同時(shí)還需提交授權(quán)委托書(shū));其他組織或自然人提出異議的,異議文件必須由其主要負(fù)責(zé)人或提出異議人本人簽字,并附有效身份證明復(fù)印件,由本人提交。

8.3供應(yīng)商或者其他利害關(guān)系人對(duì)采購(gòu)文件提出投訴的,應(yīng)當(dāng)先向采購(gòu)人提出異議。異議提出人或投訴人不得以異議投訴為名排擠競(jìng)爭(zhēng)對(duì)手,不得進(jìn)行虛假、惡意投訴,阻礙采購(gòu)活動(dòng)的正常進(jìn)行。經(jīng)核查發(fā)現(xiàn)所提出的異議或投訴存在誣告、故意擾亂招投標(biāo)秩序等惡意行為,將按照《中國(guó)南方電網(wǎng)有限責(zé)任公司供應(yīng)商失信扣分管理實(shí)施細(xì)則》等制度進(jìn)行處理。
