1.2本招標(biāo)項目為資陽市行政區(qū)域內(nèi)的國家投資工程建設(shè)項目， 資陽市雁江區(qū)發(fā)展和改革局 （核準(zhǔn)機關(guān)名稱）核準(zhǔn)（招標(biāo)事項核準(zhǔn)文號為 資雁發(fā)改審批〔2023〕78號 ）的招標(biāo)組織形式為 委托招標(biāo) 。
招標(biāo)人選擇的招標(biāo)代理機構(gòu)是 四川蓉鋒項目管理 。
2. 項目概況與招標(biāo)范圍 2.1 建設(shè)

3. 投標(biāo)人資格要求 3.1 本次招標(biāo)要求投標(biāo)人須具備 具備國家行政主管部門頒發(fā)的公路工程施工總承包三級及以上 資質(zhì)，近 0 （0-5）年已完成不少于 0 （0-3） 個類似項目業(yè)績，并在人員、設(shè)備、資金等方面具有相應(yīng)的施工能力。
投標(biāo)人應(yīng)進入交通運輸部“ 全國公路建設(shè)市場信用信息管理系統(tǒng)（http：//glxy.mot.gov.cn）”中的公路工程施工資質(zhì)企業(yè)名錄，且投標(biāo)人名稱和資質(zhì)與該名錄中的相應(yīng)企業(yè)名稱和資質(zhì)完全一致。
3.2 本次招標(biāo): ? 接受聯(lián)合體投標(biāo)，聯(lián)合體所有成員數(shù)量不得超過 2 家，聯(lián)合體應(yīng)具有的資格條件要求：詳見投標(biāo)人須知前附表。
3.3 各投標(biāo)人均可就上述標(biāo)段中的 1 （具體數(shù)量）個標(biāo)段投標(biāo)。
被招標(biāo)項目所在地省級交通運輸主管部門評為 C級及以上 信用等級的投標(biāo)人，最多可對 1 （具體數(shù)量）個標(biāo)段投標(biāo)。
但最終只能中 1 個標(biāo)段，每個投標(biāo)人信用等級的認(rèn)定條件為： 四川省交通運輸廳網(wǎng)站上公布的信用等級。
3.4 與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的單位，不得參加投標(biāo)，單位負(fù)責(zé)人為同一人或存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)，否則，相關(guān)投標(biāo)均無效。
3.5 在“信用中國”網(wǎng)站（http ：// /）中被列為失信被執(zhí)行人名單的投標(biāo)人，不得參加投標(biāo)。
