致：各潛在投標人
一、根據(jù)“川發(fā)改賑【2023】114號文件”要求，本項目為2023年省級實施以工代賑重點工程項目。根據(jù)要求本項目在項目實施、務工組織、勞務發(fā)放等環(huán)節(jié)，需嚴格按照“《關于在重點工程項目中大力實施以工代賑促進當?shù)厝罕娋蜆I(yè)增收實施方案》（川發(fā)改賑【2022】642號）”等相關文件的要求嚴格執(zhí)行，其中務工人員為項目所在地群眾（主要貧困戶、五保戶、易地搬遷戶等特殊困難群眾），務工發(fā)放勞務報酬占比不低于該項目財政資金投入的10%。后續(xù)以工代賑政策的相關內容以合同約定條款為準。各
二、因系統(tǒng)中“投標保證金繳納到賬截至時間為 2023年 9 月27日 17：00 時。與招標文件的投標人須知前附表3.4.1投標保證金中投標保證金繳納到賬截至時間為 2023年 9 月19日 17：00 時。” 不一致，現(xiàn)將投標保證金繳納截止時間統(tǒng)一更正為2023年 9 月27日 17：00 時。
